GSA STARS III Overview

GSA STARS III is a Best-in-Class 8(a) GWAC small business set-aside contract that provides flexible access to customized IT solutions. STARS III is reserved exclusively for qualifying Small Business Administration (SBA) certified 8(a) prime contractors with competitive prices.

The 8(a) STARS III GWAC is an information technology (IT) services and IT services-based solutions contract which may include the integration of ancillary support necessary and integral to the IT services being acquired.

The STARS III vehicle is classified under the primary North American Industry Classification System (NAICS) code of 541512, Computer Systems Design Services. However, agency requirements that align with other IT services NAICS codes are within the scope of STARS III GWAC. These NAICS codes include but are not limited to:

GSA STARSIII:

Expands capabilities for procurement of emerging technologies.
Supports both outside of the continental United States (OCONUS) and CONUS requirements.
Features limited protest ability up to $10M.
Offers expert guidance to agencies from the GSA team, including free scope review services and market research.
Directed awards allowed for orders up to the 8(a) competitive threshold.

About the Contract

Contract Type: Governmentwide Acquisition Contract.
Ceiling: $50 billion.
Ordering Period: 07/02/2021 thru 07/01/2026 with one three-year option (performance can go 5 years beyond contract ordering end date)
Task Order Types: Fixed price, time and materials, labor-hour, or a hybrid blend.
Contract Access Fee: 0.75%, the same as GSA Schedules.
